Can anyone help with this nagging Dilema!!!!

Hello and Bonjour

We have just moved to the sunny south of France with our 2007 Lunar Roadstar.
We are looking to register the vehicle over here, but you will not believe the hoops you have to jump through and all the red tape involved.
We have tried to get a Certificate of European Conformity for the vehicle. Simple you may think NO ITS NOT :o(
We have contacted Fiat France with all the details that they requested but they are much use as a chocolate fire guard.
At first they said the vehicle did not exist then they came back and said that the details given did not refer to anything that had on their system.
All we want is someone to say 'yes' the cab is a Fiat Ducato 160 maxi multi jet but it is so frustrating.
Has anyone has similar problems or do they know of anyone in the same situation.
We have contacted Fiat UK and they have supplied certain information but they cannot give us a certificate of conformity.
Any help/ideas/suggestions would be greatly appreciated
